Law on the withdrawal of cash in 2025: do not confuse banking ceiling with payment limit

Contents

No, the announcements of an identity document that became mandatory at the distributor in the summer of 2025 and of a disappearance of distributors at the end of that year were denied by the French Banking Federation (FBF). They do not correspond to a new general rule on individual withdrawals. To understand what really governs access to cash, it is necessary to distinguish the conditions of your bank from the rules applicable to payments, storage and transportation of cash.

Identification and disappearance of distributors: two false rumours

The search for « Law on the withdrawal of cash in 2025 » often refers to publications combining several topics. A viral announcement is not enough to establish a legal obligation: a text must be identified, its scope and its date of entry into force.

The withdrawal ceilings may depend on your card and bank. For a specific situation, check the applicable conditions with the relevant bodies.

No new general requirement of identity in the DAB

The FBF states that there is no new policy for the presentation of identification to withdraw tickets to the ATM in the summer of 2025. Bank authentication and the presentation of proof of identity are two different things. Using your card and code does not mean that you must now show an ID card at each withdrawal.

This does not remove the usual controls of banks. An institution may request information or evidence as part of its due diligence obligations. At the counter, verification of the customer's identity is also carried out in a way other than that of a current withdrawal from the distributor. These situations therefore do not prove the existence of a new systematic obligation on the DAB.

No general disappearance of DAB announced by the end of 2025

FBF also denied the disappearance of ATMs at the end of 2025. This must be distinguished from a local closure, an automatic move or a reorganisation of the banking network. The removal of a withdrawal point in a municipality does not mean the prohibition of liquid or the national end of distributors.

The amount withdrawn depends first on your bank contract

There is no single general statutory ceiling which would set the maximum amount of withdrawal to the distributor for all individuals. In practice, the limit depends in particular on the card, the contract and the parameters applied by the bank. The balance available and the characteristics of the distributor may also limit a transaction.

The calculation period counts as much as the amount displayed. A ceiling can work over several slippery days: waiting the next day does not necessarily reset the counter to zero. The exact conditions are to be found in your banking area or agreement, rather than in a publication announcing a threshold valid for all.

Before a major withdrawal, a few checks avoid unnecessary displacement:

  • See the withdrawal limit and the period over which it is calculated.
  • Check the balance available and any withdrawals already made.
  • Ask your bank if a temporary increase is possible and within what time frame.
  • For a withdrawal at the counter, find out about the proofs and any necessary notice.

A refusal to the distributor alone does not demonstrate a change of law. It may result from a ceiling, a safety restriction or a technical incident. If your account is debited without ticket delivery, note the place, time and amount, keep the available items and contact your bank quickly to report the transaction.

The thresholds to be known concern different uses of species

Removing money means getting cash from an account. Paying, keeping or transporting these tickets is then another transaction. A threshold for one must not be transposed to the others. This is in particular the source of confusion around the 1 000 €.

SituationRule or threshold to be usedPractical consequence
Bank withdrawalMaximum fixed according to banking conditionsThe payment threshold of 1,000 € is not a withdrawal ceiling.
Payment to a professional in FranceCeiling of 1,000 € for a French tax resident, unless otherwise specifiedHaving tickets does not authorize payment of any invoice in cash.
Home storageNo general statutory detention ceilingThe legal origin of the funds remains important.
Cross-border transportDeclaration from 10 000 € situationsThis is a customs obligation, not a ban on withdrawal.

Paying a Professional or Individual

For a French tax resident, the ceiling for payment in cash to a professional established in France is generally 1 000 €. Special conditions exist: certain personal payments from tax non-residents may be increased by a ceiling of 10 000 €subject, in particular, to justify that quality. This regime should not be applied indiscriminately to all customers.

Between individuals, the general ceiling of 1 000 € specific to professional payments does not apply in the same way. However, evidentiary obligations remain essential: for a loan, writing is in principle necessary beyond the 1 500 €. Keeping track of the operation protects the parties; paying in tickets does not exempt from documenting a transaction.

Keep or transport tickets

Holding species at home is not subject to a general statutory ceiling. This does not exclude the ability to explain their origin, particularly during a check or bank deposit. Withdrawal statements, sales documents and estate documents can help track funds.

When entering or leaving the European Union, transport of at least 10 000 € in cash and similar instruments must be reported to customs. Obligations also exist for certain movements between France and another Member State: before a trip, check the formalities corresponding to the journey and the values carried.

Access to European species and rules: checking the scope of texts

A bill is not an applicable law. Proposal No. 2029 on the National Assembly website should therefore not be presented, solely on the basis of its deposit, as creating new obligations for bank customers. Its precise content, its parliamentary background and any provisions which have entered into force must be monitored separately.

Access to the liquid is also understood as a territorial grid: a distributor close to home can be of little use if it is inaccessible at available times, regularly unavailable or difficult to reach without a car. To organize your withdrawals, find a second accessible point and check its schedules. This continuity of service is a separate subject from your card ceiling and payment rules.

At European level, a ceiling of 10 000 € for cash payments is expected from July 2027with the possibility for States to maintain lower limits. It does not constitute a withdrawal ceiling at the distributor or an automatic increase of the French threshold of 1 000 €.

Finally, an official text can be authentic without affecting your account. The order of 12 February 2025 on the accounts assigned to the auditors for specific professional accounts. Its prohibition on withdrawal from the account cannot be extended to the ordinary accounts of individuals.

To check a new ad, always look for three elements: which is concerned, which transaction is framed and when the measure applies. Consult the FBF for its denial, Legislation for the current texts and the National Assembly for the course of a proposal. For your immediate withdrawal capacity, your bank will remain the relevant contact.
